He Zhongxiang, is a native of Qingdao, Shandong. He graduated from the Chinese Department of Qingdao Education Institute. He is a national first-class artist at the Qingdao Academy of Painting, also served as members of the 8th, 9th, and 10th CPPCC of Qingdao.

He won the first prize of the National Calligraphy Evaluation in 1979, and many of the remaining works also entered the exhibition of national calligraphy and seal engraving works in the first, second, fourth, fifth, sixth, and seventh.
